Who is it for?

For foreign employees across all nationalities or citizenships who have a job offer in Singapore and earn a fixed monthly salary of at least $3,150.

What is the duration?

Pass is valid up to 2 years. 

What is the quota requirement?

The number of S Pass holders a company can hire is capped at 10% of the company's total workforce in the services sector and 15% in the construction, marine shipyard, manufacturing and process sectors.  

Who can apply?

An employer or employment agent must apply on behalf of the applicant. If the pass holder changes jobs, the new employer has to apply for a new pass.

Is it renewable?

Pass is renewable.

Is medical insurance required?

Employers must buy and maintain medical insurance of at least $15,000 per year with coverage for inpatient care and day surgery, including hospital bills for conditions that may not be work-related. 

What is the qualifying salary?

A fixed monthly salary of at least $3,150 which increases progressively with age, up to $4,650. Those in the financial services sector need at least $3,650 to qualify.

Any quota and levy?

Employers are subject to a quota and levy.

Do I need to purchase a Primary Care Plan?

Employers must purchase a Primary care Plan for workers who stay in dormitories that can accommodate more than 7 workers or work in construction, marine  shipyard and process sectors. 

Documents Required For Application

The following documents are required for the application of an Employment Pass:


1. Personal particulars page of candidate’s passport.

If the applicant’s name on the passport is different from that on their other documents, an explanation letter and supporting documents (e.g. deed poll) are required.

2. Company’s latest business profile or instant information registered with ACRA.

3. Applicant's educational certificates. 


The following are not accepted as a form of verification proof:

  • Education certificates and documents certified by a notary public

  • School letters.

4. Additional documents are required for: 

Healthcare Professionals, Lawyers, Football Players or Coaches

Applicants in the following occupations require supporting documents from the respective professional bodies:

Dentist - Singapore Dental Council

Diagnostic Radiographer - Allied Health Professions Council

Doctor - Singapore Medical Council

Emergency Medical Technician - Unit for Prehospital Emergency Care

Football Player or Coach - Sport Singapore

Lawyer - Legal Services Regulatory Authority

Nurse - Singapore Nursing Board

Occupational Therapist - Allied Health Professions Council

Paramedic - Unit for Prehospital Emergency Care

Pharmacist - Singapore Pharmacy Council

Physiotherapist - Allied Health Professions Council

Radiation Therapist - Allied Health Professions Council

Speech Therapist - Allied Health Professions Council

TCM Practitioner - Traditional Chinese Medicine Practitioners Board

Employees in a Food Establishment

A copy of the online page that can be accessed when scanning the QR code on the foodshop licence issued by Singapore Food Agency (SFA). The page should indicate the foodshop license validity period.

If it is a new establishment and has not obtained a licence yet, the applicant can submit a copy of the “Application for Foodshop Licence” letter issued by SFA.

5. Any other documents required by MOM. 

S Pass Renewal

An S Pass can be renewed up to 3 years. However, if the passport is valid for less than 3 years, the duration granted will only be up to 1 month before the expiry date of the passport.

Applicants can apply to renew 6 months before the pass expires. If the pass has expired before renewal, applicant will need to apply for a new pass. Only the employer or an appointed employment agent can apply for a pass renewal. 


Renewals are not guaranteed. Applications will be evaluated against MOM's current eligibility criteria.

Renewal Requirements

To renew an S Pass:


1. The pass holder has to meet the existing eligibility requirements.  


2. The pass holder’s passport must be valid for at least 7 months.


3. You must have sufficient S Pass quota for your sector.

4. If the workers require the Primary Care Plan (PCP), employers need to complete the following steps before renewing: 


  • After receiving the S Pass renewal notice, buy the PCP for workers who either stay in dormitories (that can accommodate 7 or more workers) or work in the CMP sectors.

  • Before the S Pass can be renewed, declare the PCP purchase on EP eService.


5. Workers who meet any of the following conditions need to meet vaccination requirements to be considered for an S Pass renewal:

  • Work in the Construction, Marine shipyard and Process (CMP) sectors.

  • Stay in dormitories.
